If I put on my wipers in the morning for a second, or when its raining the revs drop from about 1000rpm's to 300. Then once I turn the wipers on, they raise back to normal. It does not do this with any other switch from the cabin. Suggestions?

weak battery/alternator, could also be a loose connection for pos or neg terminal

The battery and alternator is new. I will recheck my grounds.
Does the wiper have a specific ground its connected to?

the grounds are on the harness that go from the fusebox to the steering column.
you will see them if you get things outta the way.
they branch off and just bolt up to the radiator support.

follow wires, trace from the wiper motor, to the relays, to the ground....

No im not running a standalone. Where is the wiper motor so I can trace it?
I redid all the ground on the upper half of the radiator support that I can find and still nothing. Tried wipers while each ground was off and they still worked so I doubt Ive found the right ground.

I couldnt find a ground from the wiper motor. It just has an immediate plug and them branches off into the harness.

I believe there are grounds on both sides of the support. 1x by the evap and the other by the battery.
Your FSM will tell you exactly where. Its not hard.
Redo all your grounds and clean teh contact surfaces. Smear some marine grease on the contact points
