is there a difference between speed sensors for OBDI and OBDII KA trannys?
are they interchangeable?

There is no such thing. We cover this daily.
There are four types of VSSs:
S13 auto
S13 manual
S14 auto
S14 manual
The transmission has nothing to do with OBD diagnostics besides the CPS on S14 models.

well i have an s13 with a 97 KA and i think my speed sensor is out cause we plugged in a HUD and it wont read, and the regular cluster and it wont read so i dont know if i use the S13 sensor or the s14 sensor

Use the sensor for your chassis, not the engine. So if its going into an S13 chassis, use the S13 sensor to work with your S13 gauge.

i still find it funny that people think that transmissions have anything to do with emission.

Well the only kicker is on the S14 between 95-96 OBD-I and 97-98 OBD-II with the Crank Angle Sensor. Doesnt really do shit with emission or drivibility but itll be enough to throw a cell and automatically fail you if you are getting smogged.

Argh, you're killing me.
CPS Crank position sensor. All S14s have it, it's an OBD part but there's no difference between V.I and II.
