That means how is he powering the leds. He can have a ballast that would "drive" it.

Are they wired in series? Parallel? Are they driven by a voltage regulator? FYI, these are very pertinent questions because they reflect how long they are likely to last before they blow. The LEDs look like they are 5mm...Not ideal but they do the job just fine.

LED's don't need a ballast, that would be HIDs, totally different.

Correct ~ the voltage provided for each LED determines brightness (to a small extent) and longevity (to a LARGE extent). Regardless, it looks like a quality job, and the finished product looks AWESOME!
