No offense, but did you expect the seller to remove the freaking engine to check for rot to tell you about?

its a 10+ year old car that more than likelly was not garage kept and as you say your a 17yr old highschool kid working part time on weekends garunteed your not going to be able to afford a perfectly rust free and clean 240 just be glad your not in the midatlantic region where cars built after 2000 are already rusting.

easiest way to get rid of it if it isnt actually rust yet would be to sand it down and buy the krylon paint that converts rust into black primer this of course in the engine bay would need to be done after some serious power washing and degreasing

hmmmm sounds like you should have looked at the car better. you saw rust on the rockers and still bought it. no offense but that should have turned you away right away.

rust converting paint is for cheapos

sand, prime, prime with SELF ETCHING PRIMER, then prime the self etching primer with another durable high heat primer, lightly sand/wet sand any areas that blotch and looks odd, use a higher grit so you dont ruin your primer, then coat with a gloss enamel engine block paint, or something high heat gloss=more durable

if you dont have a welder, go ahead and fill any holes from unbolted stuff your not using, and any sanded rust spots with jb weld, then grind it back down

taking some time while the engine is out will be worth it in the end,
