What were your other numbers? HC PPM, O2%, CO%.

High NOx could be problem with EGR, catalytic converter, or carbon buildup on the pistons.

Seafoam will clean the carbon buildup out. Just follow the directions on the can.

Use a vacuum pump. The car should stall.

That high of Nox and I'd suspect you have a Pre-Cat exhaust leak, or hole some where.

yes, it does. but its the same sorta as driving the ever living piss out of it on the freeway just before a smog.

It's been a while but here is some info on the smog business. On a dohc the lower timing chain cover has a little box to the left of it. This is your pcv and the hose on the back conects to the underside of the upper intake manifold. Min was broken... Vac leak=fail!
Sea foam does work. Carbon build up causes nox to spike! TIMING AT 18 BEFORE TDC!! there are also a bunch of small vac hoses on the back of the head.. Check em!!

MY PROBLEM (I hope) my upper timing chain tensioner was dead. Loose timing chain... Off timing... Also when I tore down the engine I cleaned the pistons!! Hella carbon!! Yup so lmk of you have smog questions. I been in it for 6 months. I might be able to help.
