I picked up a J-detro (redtop) to hook it up and find out it doesnt work and it doesnt communicate with the laptop (Apexi pro software). I narrowed it down to it not getting any power on pins 47 and 38 which are both ECCS power. I called Apexi and they said that I had the ECCS relay wiring wrong. I rewire it so 47 and 38 both get power, but it still cannot connect with the software. It says "check ECU connection" even though everything is connected. Apexi told me that pin 4 is important because it grounds out the relay, my wire off of pin 4 does not have power or ground. I dont think I have the ECCS relay hooked up properly where eveything works together. Has anyone had the same problem or knows about this and can help. I dont know what to do....

You need to check your battery area wiring.

This is common on S13 SR's more than others. Many follow DIY online wiring swap directions and they leave the "extra" eccs wire not hooked into the battery area counter part on the chassis harness.

Check your battery area wiring harness and make sure you have a thin Red wire with black strip and that it is connected to a switched power source on the chassis harness side of the harness.

This should fix your issue.
