HKS internal wastegate actuator

I'm not 100% sure if this is for a T25 or T28, but everything I've found about the number on the label says T28. The model number is:17230-015100, and the date on it is 8, 2006. I've never used it, comes with everything but the clip to attach it to the flapper.
