As the title states, does a steering wheel from say... a '90 twin turbo Z32 fit the hicas model S13s?

I swear I've heard that before, and I think it does. Not 100% sure though.

I would THINK it will since they use the same hubs for aftermarket wheels. My wheel is shot and don't have the cash to drop on an aftermarket setup. Plus, the '90 ttz wheels were thick and leather wrapped and can be had for pretty cheap.

What's your price range? I've seen some decent wheels on ebay that are under $80 that would bolt right up and look nice (R32 skyline, S13 silvia). I got my R32 GTST wheel on ebay a few years ago. Its full leather, bolted right up, was thicker than S13 stock, and I was able to transfer the S13 guts into it. I'm not exactly sure what it was I transferred (had the contact for the pin on the wheel) .....was either a HICAS sensor, a turn signal cancel, or a fast-idle-on-full-lock sensor, ...but I transferred it anyways.

Yes, it fits, they are the same exact design. I put a steering wheel from a 1990 300ZX into my 1992 S13. The only (small) issue is getting the horn hooked up, as well as the cruise control if you have it. The Z wheel has cruise control, my S13 did not, so I am not sure how it would connect if it did. I just left the horn disconnected. Pic:

As far as price range, I didn't really want to go to a works bell adapter and nardi/sparco wheel ($300+ combo). If the R32 GTR wheels do in fact bolt onto the HICAS hub, then that might be an option too. I like those wheels.
