He's saying as is but is not disclosing any problems with the car or the legality of it. For all we know this car was stolen. Buy at your own risk, seriously.

Oh and when you say "car is sold as is" you have to disclose EVERYTHING about the car. "as is" refers to anything after the sale of the car is up to the owner but you HAVE to disclose all you know or the lemon law comes into play.
