SAFCII and tomei #62 ecu

As the title states I have a SAFCII with a garmin windshield mount and a tomei #62 ecu. The ecu is for stock injectors, boost up to 1 bar, removed speed limiter, stock redline, stock or tomei poncams, stock turbo.

Does the SAFCII come with all wiring/clips ect UNCUT?
