It means that you are a SOFA driver. I forget what SOFA stands for but it basically means you're American. Y=Yankee. I wanted to go to Iwakuni. Doe you know any NBC guys or girls over there? Joe Wilson....Mary Vacca?

"Status Of Forces Agreement"

The "Y" actually means the car is Japanese (but the driver is American). If he had brought his car with him from the US, the plate would have an "E" or "H" there.
