SR TPS problem w/video

I just put my car back together and trying to get it to run. I went through all of the sensors and tested them. I got to the TPS and I found a problem. In the video you will see that closed throttle I am getting the correct voltage (0.045v - 0.055v), but WOT its only maxing out at 3.5 volts when it should be 4.1 volts.

That is the second TPS I have tested on my car and came up with the same results. What is going on? Has anyone else had this problem?

So you're saying that you tried 2 different TPS, and you're getting the same results with each?
