After narrowly surviving an attempt by Sen. Judd Gregg, R-N.H. to strip it from a war-spending bill (http://www.autoblog.com/2009/06/18/senate-saves-cash-for-clunkers-remains-in-war-spending-bill/), the Cash for Clunkers (http://www.autoblog.com/tag/CashforClunkers/) program passed the Senate yesterday evening. Well, the $106 billion war-spending bill passed the Senate on a 91-5 vote, but the $1 billion scrapping program earlier survived Sen. Gregg's attempt to have it removed and thus passed, as well. Now the bill makes its way to President Obama, who is expected to sign the bill into law, after which the U.S. Transportation Department reportedly has one month to figure out how the Cash for Clunkers program will be run. Since Congress reduced funding for the program from $4 billion to just $1 billion, it's expected that the money will run out long before the program is scheduled to end on November 1.

The Cash for Clunkers program is intended to aid automakers and their dealers, including imports, by offering vouchers worth between $3,500 and $4,500 to car buyers willing to trade in their old vehicles for new, more fuel efficient ones. The program's eligibility rules, however, are stiff. Trade-in vehicles have to be in drivable condition, insured by the same owner for the last year, manufactured in 1984 or later and have a combined EPA fuel economy rating of 18 mpg or less.

The new car being purchased must also achieve at least 22 mpg combined in order to receive the $3,500 voucher and be 10 mpg better than your trade-in to earn the $4,500 voucher. For light trucks and SUVs, the new vehicle must get 2 mpg better than the old one for $3,500 and 5 mpg better for $4,500. Reported estimates say around 250,000 car shoppers will be able to take advantage of the program, so don't sell your clunker on Craigslist if you want to be one of them.

Too bad what you "say" your car gets has nothing to do with the EPA fuel economy rating it was given when new.

its mpg when it was new out of factory, which most our cars received 18mpg+ and s13s would only get a 2k voucher..which is not worth it..

so hypathetically we could trade in a 240sx for a z33 and get $3,500 towards it?

I would assume most dealerships would thus rape us in trade in value.

Nope, you can only get a BRAND NEW CAR, maybe if you can find a 08 350Z still on a lot.

soo... is it the voucher plus trade-in value? cuz if it is, thats pretty cool.

no, it's not. because now I AM PAYING towards peoples' new cars, when I myself cannot afford a new car.
this, from a liberal. WHY ARE WE SPENDING SO MUCH GODDAMN MONEY?

you dont get gov't money plus trade in value
its either or
you either get the 3500 or 4500 from the gov't or the trade in value

not gov't money plus trade in value.

the "clunker" traded in must be crushed/destroyed and documented for you to receive the money

its fucking bullshit... most early 80's cars are esasier and cheaper to fix... we should just get rid of all the 90-00's cars fucking 00 ford explorer and it costs 2500 god damn dollers to do a fucking headgasket. the car isn't even worth 3000

This is retarded idea. Probably put a lot of dealerships in trouble. Yea they'll give you 3500 towards a car, but probably cant pay the rest so Obama is going to get another 40000000000000000000000000000000000000000000000000 000000000 dollar bailout. Stupid.

I'm still annoyed that our forefathers built our nation on capitalistic views, and when some big companies made bad investments, the stronger wiser companies are supposed to take out the weaker companies by ways of survival of the fittest.

Meanwhile some jackass gets a great idea to bail out those weaker companies, wtf.
I still have massive creditcard bills for my poor decisions no body's bailing me out, I am responsible to pay back the principal plus interest.

Now we have a Buy your clunker program... For a nation who's in a recession, who claims to have no money for the elderly, no money for educational spending, we sure have a lot of money to fund stupid programs like this one, and bank bailouts.
These moron's over in DC, obama being one of them, need to pull their heads out of their asses,
Forget about the auto makers who made too many cars to sell, who can't sell and don't have a backup investment plan,
Invest into little billys education, and grandpa's diapers.

Exactly. Problem with capitalism is that a purely capitalist system would be an open international trade market. That doesn't necessarily mean everyone needs to use the same system or government but until everyone is on equal footing someone will have a (perhaps unfair) advantage over other. That being said, we're buying out US companies with government money but outsourcing military parts to China. Something is wrong here?
