1) Are there any shops in California that sell SR20DET's (Red Top)? Or Complete Front Clips? I have looked but I can only find out of state shops and shipping is a bunch of $$$.

2) When rebuilding a SR20DET can you use gaskets, bearings, water & oil pump from a SR20DE? If not where could one acquire these parts?

3) Are there any cons to buying a 89-91 over a 91-94 240? I prefer the cheaper one since it will become mostly a track car.

You'll have to look around. There are some shops here and there that will get them in occasionally. Shops that advertise that they work on 240's will get in an occasional SR.
As far as scrounging parts, there are some that you can use off the U.S. SR20DE. You can't use all of them but you can use some of them. I'm now too knowledgable on the SR but I can fill in spaces here and there.
In regards to which is better, black top or red top, that's a debate like choosing a CA or an SR. Some people prefer the red top, some prefer the black. The black top has been known to put out more Hp though.

There are several shops that carry SR20 clips and motorsets in California.
Cartune Motorsports aka Neishlin Motors being one of them WWW.neishlinmotors.com hit me up I can take care of you. I am located in socal but I also deal with the bay area. Also Cartune can do the install.
not all the parts from the SR20de will work on the DET because the De is a FWD engine.
As far as Redtops VS Blacktops goes there is no HP difference when it comes to S13 engines. Blacktops are newer engines that cost more. Redtops are not as expensive.
Don't I repeat don't buy from Attarco those guys sell junk. They sell cut engines i.e. cut harness with sometimes no ecu . It will wind up costing you more in the long run and be a pain in the ass.

anyways like I said hit me up I will sort you out [email protected]

generally speaking, older engines will have more miles than the newer ones.

the 91-94 is an easier car for an SR-swap if you plan on keeping your power steering. an 89 or 90 will just need power steering lines, pump, and reservoir from a 91-94 to do the swap.
