My car isnt running the way I think that it should be and I think that its because of my cam timing. All of my marks are lined up properly on the chain, but I think maybe my crank pulley/damper may have slipped and I am a tooth off...
How do I set the engine to TDC with the crank pulley off?

There is a proceedure in the FSM. But you should be able to tell if the mark on the pulley is off by lining up the marks AND counting teeth without taking the pulley off.
I think it 9 on the exhaust side and 11 on the intake side. (That is from mate mark to top of head). I'll see if I can find the diagram.

If you come up with this, your pulley is more than likely mated correctly. Your issues may be else where. What cams are you using?

the key way should be at 12 o'clock i believe, on the crank itself

I've got a step 2 HKS 264 on the intake and a 272 on the exhaust. with 740cc tomei's. It doesnt idle smoothly at all and dies often. I havent driven the car yet because I can't get it running properly off the power fc.
I'm just worried that somehow I skipped a tooth and my timing isnt 100% correct. I know that my CAS is set properly.

Oh and thanks Obeewon...as far as I can tell my crank pulley is just fine. I checked my cam orientation to the image you posted. I'm dead on with what that says.
At this point I'm thinking ive wasted my money on the Power FC and FC commander Pro software cus I cannot get this thing to lean out.

you can put the pull back on(not all the way and turn it till its TDC, or as stated above...

For your setup I would recommend a adjustable cam gear AT LEAST on the 272. 272's are rarely drop in cams and will require tweaking.
740's for some reason don't like to Idle smooth. I dropped those for Sard 850's and my idle got alot better.
It also depends what headgasket you are using. Significantly thicker will change things a little bit.

I have to agree with OBEEWON... I have a similar Setup, but with HKS Step 2 256in/264ex, my cams lined up perfect mechanically at TDC along with the CAS etc... However, when i got my car tuned we checked the timing and it was way off. We had to rotate the CAS clockwise (towards the engine, which means advanced) to read 15deg*
Maybe someone can chime in but when you drop in aggressive cams the timing is just different. The problem is i'm running an S14 motor with VTC, so I can't dial these bad boys unless I install HKS adjustable cam gears.
