smog except help pls catalyic converter probs

well the situation is base on these things ...
1. a referee ticket
2. i live in california
3. i dont have a whole lot of time n money

i looked around and found some cats(front n rear) for s14's just they say not available or allowed for california residents ... not good for models 96+ ... but they dont cost a lot

found some that are good for cali and met the obd2 req. and look exactly like the other ones that arent cali spec. but are pretty expensive ... out weighing the cost of payment the penalty by a large amount ...

can i just use the cheaper ones? i mean its not like im putting on a straight pipe or something right a cat is a cat?

they changed up the law beginning this year
all the cat's prices went up, cuz the "new design" to meet the new cali standard...

i heard so would an old model cat work out for me ... i mean i refereed my car and i got he numbers to pass but my obd2 readiness for my cat, erg, and o2 ... but ive cleaned egr out and purchased a new o2 but still no go ... ive driven the car around a lot since ive reset my codes but still a no go on those 3 and i need 6 of 8 to pass meaning i only got 5
