To be completely fair, the California Air Resources Board never intended to ban black paint (http://www.autoblog.com/2009/03/25/california-to-reduce-carbon-emissions-by-banning-black-cars/) -- or any color of paint, for that matter. When devising ways to implement the Cool Cars Initiative, CARB couldn't find any dark paints that passed the 20% solar reflectivity test, which others took to mean that CARB would be banning them. Not so, says a CARB spokesman: "We are by no means interested in banning or restricting car colors." For now, CARB is sticking with the reflective glass portion of the initiative, which would add a reflective clear coat to windows and $31-$50 to the price of a new car, and is taking public comments on the proposed new rules. You got it backwards S14DB. It says they are sticking to adding reflective clear coat aka legal window tint. It means cars would come with tinted windows.

That way it would reduce the amount of sun in going into the interior, which would cut down on air cond use thereby lowering emissions. At least by CARBs reckoning. LOL

I dunno about you but clear coat means no tint. Just the UV coating high end cars have now. Like how the glass looks clear but at angles you see rainbow reflections.

To bad Low E coating reflect headlights. That would be the best.

I think the whole "Cool Cars" initiative is flawed. AC in cars is all or nothing. Not like a Home HVAC system. Only thing that would work is a electric AC system like in some hybrids. Now if we would have gone to 42v electrical systems...

Well I would agree with you but you would think they would approve tint. Though I agree about the cool car thing. I don't someone thought it. I was just pointing out there whole idea about why it should work, from their perspective. In theory rather than them actually realizing how a cars AC system does work.

Federal, state, government. It's all the same. And I agree, It would've happened with or without obama, what im saying is a lot of people on here supported him, And he's allowing this, and many other things. Now you guys get butthurt, and I laph. All I want'ed to say was, told ya so.

for a person that doesn't know the differences between federal vs state, is a weenie. there is a reason why we are called the United States of America, otherwise each state would act in their own interest without limitations just like any other country. just food for thought.
