Maybe try this.
Epsilon Wheel Corp.
580 S. Douglas St.
El Segundo, CA 90245

Didn't try it but I don't think it will work though. That's all I came up with. I searched for a bit to no avail.

Find close caps, get them machined to fit, put stickers on them?

iirc, which i usually don't, the company that made epsilon doesn't exist anymore. those wheels are decently rare, so i don't think you'll be able to find someone that will sell just the center caps, but they might turn up once in awhile. i would probably check yahoo japan from time to time, maybe lurk on classic japanese car forums for a little more? iono, southern ways were still (and still are) rad town when i first bought my old s13 (hooray 2005), but you don't see them around much anymore.

I used to see those caps pop up on Club4ag from time to time.
