Slightly different headlight problem

Right now I'm having a problem with my pop-up headlights on my 89 coupe. When you turn them on using the headlight/signal stalk the lights will come on but they won't pop-up. If you press the headlight pivot button then they pop-up. Once they are popped-up they work just like normal. What could be causing them to not work when they headlights are initially turned on. Where should I be looking for the problem. Thanks,

actually he's going to wire mine up so i can turn it one w/ sleep eyes still on too. :) then i can flip a switch and voila! :)

Where should I look for the incorrect wire? Where the relays for the headlights are?

the guy i bought mine from sent me email step by step but i deleted it and such
