Smog test only San Diego

My friend failed everything except for his o2 sensor... sad day for his sohc. Just wondering if anyone knows a place that can pass him and for how much? His ECL is on, I assume his cat is done, his fuel is rich, and he needs to seafoam the shit out of it. He's on a tight budget and doesn't have much car experiance. I don't have the time or energy to help him source/correct whats wrong. LMK thanks.
