I asked my friend (whose learning Japanese) how to say "Silvia", he said in Japanese it's like "su-bia". I thought that sounds weird. Can someone speaks Japanese confirm this? Thanks.

It'll be something like that. there's no "L" sound in the japanese language so it would be replaced w/ an "R". Therefore it'll sound like "Si-ru-bi-a". something like that anyway.
