Yeah, pull the bumper.
Sand the busted up edges with some 40 grit.
Put it back together and tape the outside with that Alabama Chrome.
Fiberglass repair kit from auto store.
Its real easy, just fixed a broken 20mm fender with the stuff.
Touch of filler.
Sand it down.
1 stage paint at Maaco.
2-tone will cost you more, so just go with a single color car there 2002.

I did not see it because visibility was zero and the entire road was covered with 3-4" of water. If you were from Georgia, you would know what it is like in a storm. A hurricane drops 10"+ of rain and we got 9" in about 5 hours!
