ok i have a 89 coupe w/redtop sr20... i used to have the stock SOHC cluster in the car (that i didnt wire up after the swap because of laziness) now i have a 180sx cluster (240kmh) i was just curious since the engine is from japan and so is my cluster now ...is it necessary to still splice the wires to connect to the ECU to make my speedometer and tach work? or will it work right when i plug it up?

If the dash plug is not connected at all how do you think another cluster is going to work? Infra red?
The dash plug has to be wired up for whatever cluster you use. It's only 5-6 wires. That's really fucking lazy not to finish it.

If you've already spliced the dash plug in from the ECU and have the gauge cluster subharness, it plugs right in.

are you sure it's a 180SX cluster? JDM 180 clusters only read 180 kph.
european 200SX S13 models read 240 kph, but these cars came with a CA engine, so i don't know if the wiring is similar to an SR...
