the bolt that holds down the bushing for the sway bar has the same problem
how can i fix this problem

We just talked about this a couple weeks ago. The weldnut the bolt is threaded into has broken loose, you'll need to access from inside the frame rail to keep it from spinning or cut the bolt off.

this is very common, i just took my plasma and cut a small hole in the frame and then welded a patch over the hole. Its that easy.
You could probably get through your frame rail with a small hole saw and then just bring it to a weld shop to tack the bolt back onto the frame and patch the hole for cheap money.

probably save money if you cut the hole and tighten the nut. I usually replace the nuts before i button it all up.
It will be much easier for you to go to a weld shop with everything ready to be WELDED, i doubt they will turn you down.
remember most fab shops are from 75-100 dollars per hour, so the more you do to prepair it the better price you will get.
takes me about 20 mins to fix both sides from no hole to being welded and wheels back on. not an extensive project.
