So my buddy apparently was stealing his neigbors wi-fi (in an apartment)
and i guess his neighbor found out so they put a password on it.
now he has wired.
and he told me this showed up on the residential bulletin board.

never knew providers could tell if you DL'ing "illegal" stuff.

Generally they cannot - but if you use limewire or similar anything is possible.

Tell your friend to use bittorrent if they dont yet.

Your ISP doesn't give a shit what you do on their connection, they only send out letters when a company contacts them with your IP and a C&D. This has been happening for a long time - there are companies out there that monitor torrents/p2p software for their client's intellectual property (read: movies, applications, etc), they then log all IPs shown to be uploading the item and batch out a bunch of C&Ds to ISPs, who in turn contact you and probably give said company your information.

Bittorrent will get you hit quicker. Stick with either private trackers or newsgroups if you want to be a little safer.

To clarify, providers can see exactly what you are doing, they just don't bother unless they are contacted by the FBI (or similar, you get the idea and I'm sure you can guess what for). They aren't viewing your traffic when you get a C&D for sharing copyrighted whatever.

Glossary:
ISP - Internet Service Provider, ie. Cox Communications, Charter Communications, etc
IP - Internet Protocol address, consider it the internet version of your home address
C&D - Cease and Desist, basically a legal document that tells you to stop doing whatever you were doing or you will face legal action
p2p - Peer to Peer, ie. Bittorrent, Limewire

They don't come after you for downloading, only uploading or making something available to download from you. :s101: If you are on a torrent you are considered to be uploading, even if you've uploaded 0kb.

thats why it is perfectly legal to use limewire if you dont have a shared folder : ), or just share blank word documents.
I remember I was telling everyone this back in the day and got scolded for it.
