Reason asking is because I would like to slowly accumulate tires for next years drift season. Here in MN we can't drift year round so we use the winter to upgrade, fix things, change setups, etc. I would like to start ordering tires and have them ready to go rather than having to worry if they are going to get here in time, if they are in stock...yada yada yada. So can I safely store some federal's in my cold ass garage over winter without any worries?

as long as they are out of direct sunlight you should be fairly fine

I think i remember someone saying putting them in black trash bags would help keep em new.. could be wrong though

Street tires will be fine for a year/winter. Wrap in black plastic trash bags tightly like above poster mentioned to keep out any UV light. R-comps do get hard over winter, but a Federal isn't anything close to that.

keep them inside the garage. and a plastic bag really helps. just hose it off before you put it in there, don't have a lot of dirt and other stuff on the thread or sidewall.

Trash bags indeed. That is how most people store used race tires to keep them fresh. If you are REALLY worried about it you can use seran wrap. Go-kart guys do that to keep their tires fresh.
