1992 240sx: idle is bad when temperature is cold

It's fine when the air regulator is open but tends to stall quite badly after air regulator is out of the loop. What tells the air regulator what the temperature is? do air regulators tend to close to early as they get older?

had an afpr once. low fuel pressure was the culprit of my shitty idle. warmed up and ran beast.
