Question for those who have/have used Eastwood fender roller

Okay so I just got my roller via USPS today. And I'm having a little issue. That windable bar (on top in the pic below, one with the two orange rubber balls on the end) doesn't seem to budge either clockwise or counterclockwise. I realize there's a cotter pin underneath, but the thing should spin freely. This thing doesnt seem to want to budge. WTF am I doing wrong here? :-/

loosen the nut on the very end of that bar
then tighten it again... it is supposed to spin freely
