It'd be great news for a lot of us, but I think CA will cut back on a lot of other programs before they look into cutting back in the smog dept.

It is TRUE! however there are several rumors I heard. 1) suposedly once u get your fix it ticket u now take it to your local smog place to get it fixed. 2) I also heard that once u get the fix it ticket u have to pay a hurendous fee, cuz there is no ref... 3) and last I heard that there is still the ref. but there is no CAP program (consumer assistance program) helps low income ppl with smog troubles.
I dont know whats true but I hope its number 1 =)

Nope, you are mistaken. The ref is re-opened: http://zilvia.net/f/south-western-states/217967-ca-state-referee-back-business-10-08-2008-a.html
Anyways even if it was closed permanently you would just have to pay a ginormous fine. There is no possible way the cali government is going to let you off for free.

yep specially california cant pay for itself on bills
California is going to Washington, D.C., to ask for $7 billion to cover its budget shortfall. Otherwise it won't be able to pay for its teachers, cops, firemen, and other essential services. Unfortunately, California won't be alone. A number of other states are experiencing a huge dive in tax revenue and could be going cap in hand to Uncle Sam alarmingly soon. How bad could it get? The potential cost for all the 31 states facing both major and minor shortfalls could be as much as $53.4 billion.

Sometimes I wonder why people STILL dump thousands of dollars into an illegal engine for the already "police profiled" car.

YUP!!! Exhaust ticket = full inspection. My buddy went through the same shit recently. He even had a ka, but they failed him because he had a small fuel leak by the fuel filter and it was "too dangerous" to run the car on the dyno.

^^^^ I got fix ticket for exhaust before, I when the station in Chaffy College In Rancho and they never look under the hood and car never put on dyno. They just do it in the parking lot...only take about 5 mins I got my ticket sign off. Well this was 4 ~ 5 months ago so not sure if they still do the same.

I'm in the same boat....just got a fix it ticket for smog and modified exhaust, and i have a SR. The fine is $400. I know i should just face facts and have the car non-op but i'm going to try to see if i can get out of it, by pleading not guilty and HOPE that the cop doesn't come to court. If he does then I'll just tell the judge I blew my engine put another engine in but I'm having trouble passing smog so i'll make it non-op for now.

If you get a Modified Emissions ticket, which is what they send you to the ref for, you can just pay the fine. It's about $400 (mine was $387 or something), and I believe your car will be labeled as a "gross polluter" although I haven't tried to re-register mine yet.
You don't need to non-op it. Pay the fine, "get" a smog when it's time to re-register, get back on the road, save, buy a LSx, laugh at people with SRs.

There fixed it for you! I laugh at people with sr's even with my stock kade sometimes though.

What? They're not supposed to put the car on the dyno for an exhaust ticket. They check the VIN, put a decibel meter about 2-3 feet from the exhaust, and measure the sound level at about 3800 rpms... That's it, nothing more.
The guy told me that even if I had an SR or KA-T, it wouldn't make any difference since I'm there for an exhaust ticket, not a REF ticket, and they have no authority to enforce anything other than what I was there for.

Dude, It HAPPENED to my buddy a month or two ago! He had a stock kade! I know how it used to work, but they are cracking down. Hell you didn't even used to have to go to the ref for an exhaust ticket.

Ah Kyle refs vary from station to station. Fact is I had the unfortunate problem of going to the Ref at LA Trade Tech who happened to be a by the book prick. Indeed he insisted on putting my car on the dyno for a decibel load test.
Yes I know thats completely ludicrous. As the exhaust decibel dose not change under load but technically that's exactly what is on the books, for the test and this prick was going by the book.
People stop the bickering about this shit. Its like this some of you got lucky and got a ref in a good mood or a cool ref. Fact is a lot of them are by the book pricks and will make you do this. So just stop saying its not so because it is and you guys got lucky.

Hey guys is it true if you get a ref ticket say for like an SR and you swap back to a KA all stock, you still have to pay the fines even if you pass?

^ No...bascially ref tkt is a "FIX IT" tkt, u fix it then it just cost $10.
Cops doesnt need to know you engine is KA or SR, instead most of them couldnt even regonize. all they need to write is "illegal modified engine" or "illegal Exhaust", and thas enough to put u into referee infernal.
My case is a Aiport Police pull me over using a reason of me using a headset thinking im listening music with both ear plug, then proceed to look under my hood, pointing a BOV said it was a PVR crankcase valve (? i dun even remeber) pointing a FMIC pipe said it was a illegal intake (yes...pipe is on the left handside and the intake is on the right handside of the engine bay), he even proudly showed me he is a "drag-net certified inspector"
is he retarded? YES
does he making things up? YES
does that make a difference? NO
i still need to go to referee, preparing to spend a load of money. if you are lucky enough u might able to bail it. but it just doesnt seems so easy to get out of it recently.
To the topic, i WAS delighted, yes for 3 minutes until i found out they re-opened, sigh~

Nice English words, Doctor Shakalu!
I'm happy that the refs are back in business. This is good news for the people that are doing LEGAL and non-homo motor swaps.

Would Missing Emissions count as the same thing as modified emissions? I have SR with no EGR/Emissions whatsoever. Well...I have a cat, but it's gutted lol. Got a ref ticket due soon. Just checked my ticket and it says "Mod/Missing Smog" this cop fails at writing tickets...
