Could a clogging/melting cat cause the engine temp to rise?

Very hard to "Melt" a cat .. but yes it could have something to do with it. But you must not avoid the basics of flushing the radiator and checking the thermostat and so on.

Well I know my cat is melted/clogged because the muffler dude checked it out before he installed the new catback.

Why don't you fix that problem first? Why not take a logical approach to solving a problem rather than just asking a bunch of strangers over the internet.
