Headlight Problem Need Help!!

alright so my friend has an s13 and the headlights will go up, but they wont go back down. we checked the headlight motors and theyre good and the brown wire is still connected too. what could be the problem??

Check all relays and grounds.

Then bust out the FSM and check every single wire.
