Trader Rating - help

Sorry for such the dumb question, but is there a specific way to give someone trader rating? I can't seem to find the "Deal" thread URL. Not sure as to what that is meaning. Could somebody please help me out. Thank you.

go to the forsale page u got the stuff off of or any parg he made
and get the thing off the top like this

This is the way, but keep in mind that this is only for threads that took place in the marketplace FS, Group Buy/Advertiser sections, WTB and any other sections will not work, nor will transactions that took place via PM.
