Well your screwed. Basically state refs are not open now due to budget constraints which means you pay a fine. Or wait till they reopen and take your car in with a stock engine to clear the ticket. Either way your screwed.

This also should have been posted in regional as most people outside of California could care less.

you can pay the fine or just try to have the court drop it

He answered your question perfectly. Pay the fine or wait till the ref re-opens, go back to stock, pass, then swap back the RB in

a ref ticket is not something you get SIGNED OFF.

Yes and no. Technically you have to go to the ref and have the ref pass you for the correct engine. In order to reduce, or not pay a fine though, you have to show proof of correction to the court i.e. you went to the ref with a stock engine.Correction of the vehicle code you where written. A ref ticket is a vehicle code ticket.

Oh and selling the car will not get you out of paying the fine. The court will still fine you if you sell the car.

ref = closed

go to court, tell the judge you're trying to get the situation taken care of if the REF stations havn't re-opened or they havnt re-routed ref tickets to "GOLD STAR" California Smog Stations (what they "plan" on doing) then most likely the judge will DROP THE CASE....seeing as how you're "trying to get the ticket taken care of"

(this info was given to me by a CHP officer)
