Hello I'm moving up to PA in early 2009 and I'm wondering how are the emission laws are up there? I heard it was test only up there, but I'm not sure. How is are cops up there? (popping hoods, random fix it tickets, etc.) How is the scene? I'm stationed in SC right now, there is an okay scene down here, no emission laws at all, and cops don't really give a shit about what you drive.

if your going near philly just watch out because cops like to try the "your exhaust is illegal in pa." bullshit we only have noise regulations. im already going to court for them trying to nail me with $216 in tickets for 1 brake lights and exhaust. so yea becareful and look up on the laws quick when it comes to mods. im a prime example of being f'd around every corner.

im from the harrisburg area, and i have never had a problem with cops checking my car. emissions are not a problem for me because my 92 only requires visiual inspection to pass.

I've had aftermarket exhaust for years cops won't bother you unless its ridiculous loud or you were driving like an ass. As for emissions laws I wouldnt worry about it you have a 93 its visual inspection only basically they look for the following:
philadelphia county is subject to: A visual inspection, A gas cap inspection, And an ASM Test.
Your emissions inspector will check for:
A catalytic convertor
An EGR valve (if your car came equipped with one)
A PCV valve (if your car came equipped with one)
A fuel inlet restrictor
A air injection system (if your car came equipped with one)
An EVAP system (if your car came equipped with one)
This is a PASS, FAIL, N/A test
You will fail if these items are not present or appear to be non functioning/tampered with.
Your gas cap will be tested for sealing.
Your car will be put on a dyno and ran through the ASM 5015 test, if your emissions are "clean", you will pass.
Doesn't matter what engine is in the car the test is determined by the year of the car so a 93 only has to pass standards of 93

im in montco area so try to keep it low tone as possible with exhaust because when i got my tiks i was doing 30 in a 35 and yea he flew on me like a bat outta hell. so warning for all if ya got bass, towns to watch are norristown, east and west norriton there the biggest bitchy places. get pulled over with an exhaust and see if they say anything if ya think im bsing.

Let's put it this way...
I have a 3" TBE on my SR andthe car is LOUD. I have never ever been pulled over for exhaust and the cops up here don't know their shit. I haven't heard of any cop asking someone to pop their hood up here short of a honda that they thought was stolen. This isn't cali. If you live in philly, don't worry about inspection/emissions. Ask around, people will direct you in the right places if you know what I mean. It's philly, just ask around - you'll find what you're looking for.

Its a shame you arent moving more western Pa, there are some BEAUTIFUL mountain roads by us. I live in michigan now for school and i completely understand why american cars are built like they are. Its flat as a board up here, horrible roads, and no turns.
