what does the off-set of the wheels affect? how much off-set should i look for when buying 16in. wheels for my fastback?

Offset affects how far in or out a wheel is mounted on the car. The higher the offset, the more the wheel will be tucked up under the fender. Lower offsets make the wheels stick out more. You generally determine offset after you choose a wheel width and tire size. Say if you want to run 225 tires all round then you should be looking into wheels with an offset of +40mm or less (this is cutting it extremely close). If you want to clear things such as coilovers or larger brakes then you will probably need a much lower offset.

So for 15 x 7 rims on an S14, what offset would you need to have the wheels flush with the fenders?

What are the offsets on the stock rims?

to bring it flush takes a pretty low offset. Something in the low to mid 20's should do it.
