have a set of Nissan se wheels painted black with tires.
the rims are in good condition 1 of them does have a dent see pic below.
tires are cheap brand tires and are in good shape some tread left.

tires are 205/55/r16 two are lemans HR brand and two are spectrum brand

when i purchased the car they came like that.
BUt to answer your question they are not powder coated, they look spray painted.
