Police raid Riverside, California parking lot to issue modified car tickets at local car enthusiast gathering.

Nine police agencies in Riverside, California sent more than one hundred police officers to surround a gathering of automotive enthusiasts. Owners of imported sport compact cars had gathered at the Canyon Crossing shopping center on Friday night to swap stories, talk about their passion for cars and show off the latest enhancements to their rides. At around 11pm police surprised participants by blocking all exits with fifty police cruisers. Officers then began a warrantless search and interrogation operation of the 150 vehicles that were present.

"If you're not into street racing, why would you need that?" Riverside Police Traffic Sergeant Skip Showalter asked an enthusiast during a similar crackdown last year. "Why would you want more power going to your car?"

Police issued a total of forty-eight tickets for "engine modifications" with police accusing the owners of the parked vehicles of being street racers. Another fifty tickets were issued for paperwork violations, dark window tinting and lack of a front license plate. The most revenue, however, will be generated from the fees imposed on twenty vehicles that were confiscated. Despite labeling the parking lot raid as taking place at a "street racing venue," Riverside Police offered no evidence that any street racing actually took place.

Across the state, gas tax funds are regularly used to fund similar crackdowns (http://www.thenewspaper.com/news/18/1831.asp) that generate big revenue. In 2004, the California Highway Patrol issued a total of 101,553 "modified car" citations worth $10.5 million according to CHP data obtained by TheNewspaper.

In 2005, the California Office of Traffic Safety handed Riverside Police $400,000 in state and federal gas tax revenue for the "establishment of a regional task force to conduct enforcement operations targeting street racing, modified vehicles and speed contests," according to the Riverside Police Department's June 2007 Chief's Report. The department received another $503,268 grant for selective enforcement efforts in 2008. The other agencies that participated in the raid include the California Highway Patrol, Riverside County Sheriff's Department, and police from Baldwin Park, Fontana, Irwindale, Moreno Valley, Ontario and Mount San Jacinto Community College.

That's pretty stupid, why does it matter what you do with your own property. I want to see a cop come up to me and ask me why I dress nicely or why I need an ipod or psp. This seems very illegal and a waste of cali tax payer's money. I hope they get sued by all those who were ticketed and the police learn from this. Even though that would mean more money from the tax payers, but they will probably think twice before doing this again. Seems like Cali is in some kind of dictatorship or communist country state of mind. What's next? Take your home away because you repaired it and remodeled it? Just crazy.

You guys definitely have it bad over there. The police usually leave us alone unless we have clear illegal modifications (over tinted windows, etc), or if people are literally racing on the street. Otherwise, no evidence, no crime. I've been pulled over a couple times. One time I was driving too fast on a backroad late at night. The officers liked my car, could see I was driving quickly, but safely, so let me off.
The other time I got pulled over whilst I was trying to catch up with an Evo (not racing - but driving quickly). The traffic cop gave me a $60 fine for an illegal license plate (not vertically mounted), and let me on my way.

Looking into the grand scheme of things, this is a great way for the state to make cash. Cops are ordered to do stuff like this. Some might be huge fans of import cars and the scene but they have to do their jobs. But the statement "If you're not into street racing, why would you need that?" is pretty stupid because modding cars have been around since the 30's. It must be the worst known secret because this guy must be totally oblivious to this. Trucks get lifted, so would I have to assume that they will be illegally off-roading? Would I then be legally able to place that guy under arrest? nope. But why the difference with with us?
Then again, why would anyone do an unorganized meet anymore? It's just stupid. It's like Batman having a sign in front of the secret batcave saying "batcave this way."

Not all of CA is that awful. Los Angeles county is actually fairly lenient (knock on wood). I think I've only got pulled over twice for no front license plate. I used to live in the East Bay Area (norcal), San Francisco, and San Diego. For the most part, it wasn't bad at all.

OC, on the other hand is downright notorious for that sort of thing, and so is the inland empire area. Should you choose to live down there, don't be surprised stuff like this can happen, because it does. IIRC, there was another thread a few months ago about something similar in the same area. also another meet that got busted with rampant impounds.

There is some truth in that. education requirements for police depts out here arn't that stringent. I actually applied to the Los Angeles sheriff's dept earlier this year, and was quite appalled by some of the testing and requirements they gave us. Basically, just a high school degree or GED was all that was required. You saw many kids barely out of HS apply. On top of that, the entry exam tested us on questions that were elementary school level grammar and arithmetic. there were somewhere around 90 applicants. around 40-50 had failed that test.

Cops out here get paid pretty well, at least 50k before taxes. I really think the dept needs to up their standards as far as education goes, maybe at least require 1-2yrs in college. There are many college graduates barely holding a job that makes $30k these days. Policing is a serious matter. I'd rather they hire more liberal arts majors than teens barely out of high school.

wait.. i thought the gas tax was supposed to go towards things like public transport and improving our roads, not funding police crackdowns. i'd feel a lot better paying all that money for gas knowing I-80 would FINALLY get some attention rather than knowing i helped the police "serve and protect" by issuing tickets for illegal tint. nothing against police, i just think the priorities should be straightened out.

I and a couple of other guys (mr2's and wagons of the people... dont ask) were in a parking garage.

We are just minding our business taking pictures, shooting the breeze blah blah.

Anyways 3 squad cars and a bike roll up and the guy on the bike gives us this big lecture about how "they were just given this big grant to hire and train more officers for the prevention of street racers" he then proceeded to call us all street racers and that when we are on the streets be careful because they will pull us over and pop us.

One guy asked why he assumed we were street racers and he said modified cars, and meeting somewhere. Simple as that. He pointed to my car and said if I saw that 240 on the street I would pull you over and pop your hood in a minute.

I said "you'll just be wasting your time, everything is stock or 50 state legal"

Then I turned around got in my car and went to the bottom of the structure where 5 more units were waiting.

That was kinda gay.

reading these kind of news just makes me want to sell my car. I hate how here in cali we have to hide everything we do to our cars even though we just drive down the street to get some groceries. And as for the engine crap its even more BS. SR's pass emissions but fail visual, and who the hell cares about visual inspection? As long as it doesnt polute the earth! And if you got receipts for your engine obviously its not stolen. And running the vin on the engine to see if its stolen? what if your old engine blew up and you just swapped it from pick and pull? This is such bullshit. And exhaust tickets are not fixable anymore even though my car is quieter than a fucking prius!. Ok i'm done.

College proves nothing except that you took X number of years of college, not that you absorbed anything because honestly our college system is so money hungry its rediculous. Half of college students will be in debt their entire lives just to pay off student loans just for a bachelors degree, what reason do you need a college degree to become a police officer? Granted there are plenty of douchebag cops out there but I know plenty of great ones and believe it or not its not some uber technical field that you need a degree for, hell i fix helicopters in the military, yet officers(the ones with the degrees) always end up breaking shit or not knowing shit because they didn't use common sense and use it in their checklist. And last time i checked to be a police officer in L.A. County you have to be at least 20 1/2 with prior military or college to even get looked at most of the time.

College does not guarantee a good education, but increases the likelihood of one. At the very least, to obtain an associate of arts degree requires that you pass classes in critical thinking, English composition, and basic algebra. In my opinion, yes those are important things to know, when it comes to analyzing info to make reasonable decisions. As a taxpayer, I would prefer an educated officer over an uneducated one. If you disagree, then we can only agree to disagree on this matter.

Yes, I do believe in our college system, particularly city college, CA state college, and the CA UC system. I've participated in all three, and have my BA. I can't speak for private colleges, but I disagree public colleges in CA are $$$ hungry. Imo, the public education system is a good value for the money. Other than that, i don't wish to get any more off topic.

The issue here on this thread isn't so much the cop being a douche, as he is foolish. a reasonable person (cop or not) wouldn't be saying "If you're not into street racing, why would you need that?". He's just setting himself up for criticism and ridicule. A more intelligent officer would approach the situation would just check for illegal mods, and follow procedure accordingly.

Yes, you are correct about the 20 yr old age limit, but prior college or military experience arn't mandatory to join the LA sheriff's dept;

to be quite honest with you I thought the article made the cops sound kinda douchey. They used words like "automobile enthusiast" instead of "import car enthusiasts" and they used "warantless searches" which, although within their rights, makes them look like the bad guys. I think the author was forced to tell the whole story but was a little annoyed that the cops would wast their time on "automobile enthusiasts" instead of streetracers who are actually doing something illegal. God forbid someone got killed in Corona. Who would be there to save the day? Oh yeah, I forgot, noone because all the Riverside PD is cracking down on gear heads.

Over in Oakland they like it loud - so loud that all 45 of the Police Department's Harley-Davidson motorcycles have been equipped with shiny new tailpipes, at a cost of $500 apiece, to rev up their roar.

It seems the cops just didn't feel safe on toned-down bikes.

"There's an old motorcycle adage that you are heard before you are seen," said Deputy Chief Dave Kozicki, explaining the department's decision to toss the bikes' muted factory-issued mufflers in favor of the more high-volume pipes.

Kozicki cited an accident three months ago in which an Oakland officer riding a toned-down cycle was struck by a motorist who said he hadn't heard the officer approaching.

But some City Hall insiders, as well as motorcycle cops elsewhere, said the safety argument is a stretch.

Even the folks at the national Motorcycle Industry Council, which represents all the big bike manufacturers, were unaware of any safety benefits from louder mufflers.

"We encourage all motorcycle riders to keep the original low sound levels that meet the ... federal sound limit of 80 decibels," said industry spokesman Mike Mount. "It would seem counterintuitive that a law enforcement agency would go against federal standards."

Ironically, it was just a short time back that Oakland police were called upon to crack down on noisy motorists who had modified their auto mufflers to make a whistling screech. The "whistle tip" pipes were eventually outlawed under state law.

Oakland's cops had a long tradition of riding their Harley-Davidsons with the modified, louder tail pipes, earning them the nickname "Rolling Thunder." But after an officer complained about a loss of hearing and others around town questioned whether the police force was violating the very noise standards it was supposed to enforce, the department brass ordered a switch to the quieter stock mufflers.

According to Kozicki, the decibel drop sparked a chorus of complaints from other officers, who said they felt less safe.

So last year the department launched a $1,200 study in conjunction with the city's risk management division to determine whether A) the louder motorcycles contributed to officers' safety, B) were detrimental to their hearing, and C) complied with noise standards.

Kozicki acknowledged that whatever safety-related findings the study produced were largely anecdotal. Still, after everything was taken into consideration, the department concluded "it was in the best interest of the officers to put more-audible pipes back on," Kozicki said.

Hence, all 30 of the department's Harleys were sent down to the central maintenance yard for a muffler makeover, at a cost of about $15,000, according to City Hall insiders. Another 15 newly purchased motorcycles were ordered with the louder pipes, though at no extra charge.

Oakland officials acknowledge that the noisy pipes, when tested, averaged 93 decibels - well above the federal legal noise limit, according to the Motorcycle Industry Council.

But city Finance Director Bill Nolan, who oversees the risk management division, isn't alarmed.

"If they were riding eight straight hours, it would be a problem," he said. "But they aren't."

I can't afford a brand new Volvo but I can afford to employ this technology on my current automobile.

Honestly, California seems like a terrible place to live for an auto enthusiast and that has nothing to do with the media for me at least. I'm basing it totally on the 5 S-Chassis that get stolen daily from Zilvia, the constant harassing and hiding things from the law, etc. That doesn't seem so good, and I'm only basing it on what you guys say. Heck, I don't even have emissions. :D

I think it depends what kinda auto enthusiast you mean. It's great if you like doing track days. I really appreciate how there's so many drift, autoX, and hdpe events out here. Seems like there's something going on every weekend within 2hr drive from Los Angeles. You don't get that everywhere. There's also a lot of great roads. I live right by Mulholland Dr and Sunset Blvd. A lot of appreciating CA is a matter of adaptation.

Driving in swapped cars here is frustrating, but it's great if you drive relatively stock fun car around. I have yet have any one hassle me for driving my stock evo around town, and these days I only use my 240sx for autoX duty. It would be difficult if it were my only car. No problems here whatsoever.

Well said. Despite all the undesirables, there's really much to be said for CA. There's so many different cities and places to visit, several with their own distinctive personality. For example, say you tired of say living in San Francisco, you move to Berkeley. Even within the Los Angeles country, you get several different centers of things to do. So many restaurants, clubs/drinking holes, concerts, auto events, etc. Its difficult to really get sick of the place.

I think as long as you avoid living in certain undesirable areas, live close to where you work as to not get stuck in commuter hell, etc, you should be fine. The club curfew at 2am here, lack of general nightlife, and lack of mass transit are really the only things that bothers me.

Because they are equipment infractions, not criminal searches. They don't count for points like a moving violation and unless your stuff is stolen, they can't arrest you. It's like having a headlight out or no front plate - you can be pulled over.

Although in this particular situation, the cops said that there was evidence of street racing, so that is how they were able to search.

My opinion about busting these types of meets: look at Oakland sideshows. They used to occur in side parking lots, hence the "side." When Oakland passed a new law requiring lot owners to chain the lots at night, the sideshows ended up on the street. Waaaay to go.

It was the same for graffiti in SF. There used to be a spot called Psycho City. As Mayor, Feinstein had the bright idea to close it. The result: graffiti spilled all over the neighborhoods.

I think as long as people aren't doing anything overtly wrong, the cops should let them be. But this is a revenue maneuver, so that's most likely why they did it.


Some things never change. Cops messing with modified cars goes back to when young people could finally get cars. Once kids could get ahold of used model t's and other hot rods, they'd modify them and the cops would mess with them. Name a decade when the cops didn't mess with modified cars. Lowriders in the 60's and 70's got messed with ALL THE TIME. I think that's where the "soda can test" came from. My dad went through the same shit when he had a 67 Malibu in the early 70's. Look at popular culture like movies such as American Graffiti: kids driving used cars that they fixed up, running from the cops trying to race/cruise girls. (Hell, the nerd lived the car enthusiast's dream: he actually got a girl.) It's funny, because as each generation grows up, the new generation gets fucked with. I'd be willing to bet that 15-20 years from now (if our economy doesn't meltdown from oil) that you could drive a loud ass s chassis and the cops would look at you and remember the good old days.



And as far as the east coast west coast thing. What is this? The source awards? They are advantages/drawbacks to east, west, north, south and midwest. If all the places were the same it would suck. It would be like eating the same thing every day. Stop hating, because although you may have 93 octane and $75,000.00 houses, we have things that you don't. As a Northern Californian, I have to say that I like living here.

Cons:
- draconian smog laws
- nothing is legal in terms of car mods
- rampant car thefts
- DiFi-led weapons bans
- Million dollar fixer-upper houses
- It's damn expensive
- Tons and tons of people (traffic)

Pros:
- world class surfing and snowboarding within 3 hours of each other
- plenty of jobs, high pay
- Great weather overall
- Many aftermarket parts cos. are based here
- We're closer to Japan than 45 other states
- Diversity
- Tons and tons of people (girls)

We have smog laws because we are the most populous state and until we had these laws, the air sucked. True, we have some of the most polluted air in the country - but imagine how bad it would be without those laws! If you live in a state without emissions, be prepared for smog laws because they are bound to happen. I'm not some Inconvenient Truth conspiracist, but I do think we need to do something about the environment. Check out this map of CO2 producers, and you'll see why I think smog laws are coming to a neighborhood near you:

The east coast emits waaay more CO2 than CA.

As far as car theives and expensive houses: of course we have those because there are so many people here. We are the foreclosure capital because we are the most populous state, which means we have more of everything. That just comes with the territory. More people = more possibilities of hot girls. This sucks that this thread is becoming a east vs. west thing. Give it up people.

Police crackdowns such as these is why I'm going Ls1. If I get messed with I can get it smogged no prob. Hell, the cop might even be impressed seeing a small block in the s13 bay.

There is always loop holes in the system. I think more people are going to feel the crunch as time goes on and start swapping in usdm motors more like VQ, Ls1, (etc). If I can't swap my 205 hp sr20det then fine, I'll just install a 325 hp Ls1.

I know cost is a issue so those looking for more power can install the Greddy smog legal turbo kit on there ka24 and the next time the fuzz pops your hood you can shove that carb # up his ass.
