i just installed my circuit sports tierods....and I was wondering where the two black spacers on the end should sit? I think those are the bumpsteer spacers.... should it sit above the pilowball or below it?

They go on the top to push the tie rod DOWN. So instead of being like this / they're like this --
But keep in mind that using all the bumpsteer adjustment will put stress on the ball joint and ultimately cause it's demise.
Even SPL suggests not using all bumpsteer adjustment on the superior ball joints they use on their tie rod ends.

so what is the pros on having the spacers push down the tierod

If your car sits really low, then your stock tie rods are left sitting at an angle, because now your steering rack is below the wheels. Adding the spacers brings things back into being level, which can prevent binding.
I think someone else can explain "Bump-Steer" better than I could.
