yes
low offsets = big lip

if you went z barkes you would get SMALL lip on the wheels. the big lip comes w/ low offset (0 offsets and such) .

i cant run my big lip wheels on front anymore w/ z brakes sigh....

yes
z brakes onmy car
kosei k1 15x7 +27
clears BARELY

now my friends SSR Formula mesh 15x6.5 +5 WONT CLEAR even close. but it does have a good 1.5 to 2 inch lip. yummy
my rear 15x6.5 +14 have a good 1.5 inch lip

for the front if it had a 7" wheel w/ a +30 offset, the lip would be about .5 inch or so...just smaller

you must understand offsets and how they work to understand this. if you dont, research more about offsets and such.

low offsets, means less clearance for brakes but more lip
high offsets (like most FF cars and some FR cars) means smaller lip but more clearance.

If you are going for a deep lip on a wheel usually it's going to be a multi-piece wheel. Multi-piece wheels often have different "faces" (high disk/low disk). The high disk is to get brake caliper clearance used on a low offset wheel to achieve that deep lip look. I find that it can look funny when they are used though. The high disk is mostly used in front and the low disk face is used in the rear.

The best one I've seen and owned is the OZ Racing Volcano. Click on the site below and click on the rim to enlarge it. BEAUTIFUL!!!

tenzo rs5's 42 offset i think w/ 300zx 30 mm calipers. and a 3/4 wheel spacer form H & R, handles great and clears just enough.

EWW! FF offset! DONT GET +42!! too high for RWD. hence your need for a spacer so they wont be all sunken in! bleh!

go low..like a low 30s or high 20s on a 7" isnt bad. id prefer a low low like 10s and low 20s for large lip. but w/ z brakes i'd suggest:

8 inch i'd get a mid 20s to low low 30s
9" i'd get a mid 20s to low30ish
10" id get a mid 30s

those will give nice lip and still clear a lot (coilovers and maybe z brakes)

also it depends on SPOKE design! that plays a large factor too!

on 10" wheel I think you'd have to start lowering offset again to clear coilovers (or even stock suspension)... I'm thinking 18x10 +/-0... now THERE's a lip for you!

As far as I've seen, OZ wheels don't seem 4-lug-friendly. I am a big fan of their superleggars, but they don't make 'em in our PCD/hole. Generally, OZs are only available in 5lug patterns, except for some of their older rims which you'd only find used.
