to make my long story short. my car hadn't been starting due to my storbelights which were blowing my starter fuse. but now after replacing the fuses my car still won't start. the only way to start it is to switch the headlight fuse with the starter fuse. even though they are both 15 amp fuses. (wierd I know, but its the only way to get it started) does anyone know how I could fix this problem?? larger starter fuse maybe?? I just don't want to have to do that procedure everytime I need to start it. please help me.

try to use higher fuse value. as far i know starter's amp draw is higher.

"Starter fuse"?
It's your ignition fuse that the starter solenoid pulls power from, the starter itself is not fused... and technically it's a '30a fusable link'. Anyhow...
Your headlights should have 20A fuses, and you should wire your strobes to a separate relay/fuse circuit. If you need help, shoot me a PM and I'll list out what you need to buy/how to hook it up.

well just for reference the two fuses circled are the ones that I have to switch to get the car started. one controls the ignition and get the starter to work. the other fuse is for the headlights. are they the right amp?
