turn the crank manually. It really depends how long it's been sitting.

well, I don't know. Is it a 240 or a 69 camaro? Check fuel lines, check injectors, check spark plugs, stuff like that. There could be some gunk in the motor but if you crank it manually then you can tell if the motor is seized. If it's seized and you try to start it, that's where the problems start.

Swap the oil, drain the radiator, siphon the gas. Might as well check the spark plugs while you're at it. Chances are you're probably good to go after that. If you ordered an SR from Enjuku or whatever company you chose, just copy the same sequence.

dont siphon the gas... thats childs play............... just hook up a hose to the fuel rail and turn the key on the ignition... itll pump it out..... i say start it up... see what happens.... u could replace the oil if u feel like u need to... to start it up....

Drain the fuel and put fresh gas and some injector cleaner in the tank. - Gas gets nasty and gunks shit up. Check the oil, trans fluid (if auto), brake fluid, power steering fluid, coolant levels. add as needed. Check the air filter/intake for any critters or obstructions. Clean the battery terminals and charge the battery. Air up the tires. Try to start it, if it runs (which it should if it did before it was parked) drive it a little bit, then change the oil, trans, brake, ps, and coolant (if you want to) at a minimum I'd change the oil.
