got the wheels balanced, bearings replaced, snap rings in and the seal, spiral washer thing, and washer on the exhaust wheel. heard a small click while i was pushing the shaft through the center housing. then i put the compressor wheel back on and hand tightened the reverse thread 8mm, then turned it 90 degrees.
here's the problem: when i try to spin the wheels by hand when they are tightened down, there is a good amount of resistance. it's not grinding or rubbing on anything that i can hear, but when i try to spin it by hand, it wont keep spinning after i let off. it spins like a champ when the reverse compressor nut is only hand tightened. is this normal?

The "Click" was probably the Rear Oil seal seating for the exhaust housing.

Compare to this its a T25 but same exact internals

it almost sounds like you used the wrong size bearings

but usually you can tell after you tighten down the 3 torx screwsfor the intake oil seal

Your probably tightend it too much. From what I understand, after it snugs you only tighten it a 1/4 turn plus you also need to feel it. Also the engine assembly lube that you hopefully used, will provide resistance.

im pretty sure i used the right sized bearings. the rebuild kit came with two sizes and i just compared the bearings from the kit to the one that was in the chra.

i didn't use engine assembly lube, but i did use motor oil. ill go through it all again and see whats up.

YOU REALLY need to use engine assembly lube. Not doing so could cause instant failure.

No you dont, I've rebuilt plenty of turbos with out using assembly lube, Just pour some oil in the return and spin it around when ya install it and drive around for a few hundred miles keepin at minimal boost, just do not romp on it.

Jim and Gerry and G-Pop shop said what I described to them was normal; A rebuilt journal bearing turbo does not free-spin.

My only concern now is the washer and the spiral ring on the exhaust side. This is exactly how i installed all of the washers and clips on the exhaust wheel :

That's what I was told as well, when I got my GTiR T28 rebuilt. I was concerned it wouldn't boost properly since it wouldn't free-spin, but apparently it loosens up a lot once oil gets going through there.
