hi,
i'm new to this, please don't flame.
I'm ordering wheels now for my S13, I'm thinking about FNs in 17x8 +35 front and 17x9 +20 rear.
Will 17x9 +20 require any fender work, e.g. pulling, hammering, rolling?
I don't care about the radness, I'd like to go with stock fenders.
Only thing done to suspension would be H&R springs by now, lowering the car by 40mm.
I read converse opinions about the fitment. Can anybody help?

i suggest getting 17x9 +15 all around. you can do that on stock body. you should just roll your fenders, just rent a roller or something..its pretty easy to do.
you could do 17x9 +15 on a stock body w/ no fender mods depending on tire stretch and how low you want to go..
but
17x8 +35 will look like a disaster

Next time around spend a little more time searching.... What size tire do you plan on running in the rear? If you run a 225 or less in the rear, you will likely have no issues, you might have to do a small roll, but thats it. But with + 20 you may have no issues whatsoever, depends on the tire. What size and brand?

I would listen to Full-lock hes got the right idea.
Get those offsets that are killer, roll/stretch those fenders then slam it.
i have 17 x 9 +20 all around with 235/40 federals.
my fronts didnt clear my coilovers so i threw 8mm spacers all around so im sitting +12 all around.
im stock body and just rolled my fenders and pulled the fronts just a bit so im sure you can pull it off
if i was you id go 17 x 9 all around.

thanks, but I really want to keep the body stock for now, regardless how easy rolling/pulling is.
tires would be 215/45 f and 235/40 r (hankooks, it's wet here in northern germany)
I just want to know if fender work would be necessary on an S13 w/ 17x9 fn01r-c's and 235/40 in the back whick is lowered by 40mm.
this would be 17x8 +35 in the front
