gas guage issue

so the needle in my dohc cluster stays at 1/2 and i had another cluster sitting here and i tried it and it went past the F. but both of the gas warning lights stay on (both clusters). so i got the one my car came with and by hand i set the needle to E and put it back and now it stays at 1/4 tank but with the gas light on. Plus, my car bogs now like if it has no gas. anyone ever had this problem?

Might be a problem with the float in your gas tank?

yea i thought about that.
but it seemed to work fine until i took off that stupid ricer led overlay the previous owner put on the cluster
