Ok I failed emissions again(sniffer test) in my s14. Its a stock S14 with a KA24De with all emissions equipment in place. Before getting it tested I changed spark plugs, wires, distrubutor cap and rotor and oxygen sensor. The MAFS is clean and the catalytic converter is in place. There is no check engine light on either. I failed kind of miserably too. Does anyone have any suggestion? I think I may need a new cat but I wanted to get some more feedback before I just went and bought one. Thanks

are you running an aftermarket exhaust? it could also be a bad o2 sensor

Read above, O2 sensor is new.
Though the catalytic converters don't go out very often, I'd replace it. You can find a used downpipe nearly anywhere from people going to a header or turbo pretty cheap, it's an easy 5 bolt install.
most likely you need a new cat but also if your running anything after market exhaust, intake, your reading will be high. other han that you could always try those fuel additives or sea foam your engine.

I have exact problem on my s13...new catalytic converters will do.

Not really. In fact a free flowing intake usually helps emissions since the is less turbulent to a degree. As for the exhaust, the catalytic converter doesn't care what's behind it, all you're doing is getting the waste gases out faster. Won't effect anything on the readings.

try these few things right before the next inspection...
1.beat on it hard to get the CAT hot(or get new CAT)
2.raise rear tire high to reduce load
3.oil change
4.EGR vacuum line change
5.seafoam or engine clean?

High HC PPM and high CO% mean either poor combustion or too much fuel in the combustion chamber.
Check ignition timing, and then check for leaking fuel injectors.
Another possibility is that the cat wasn't warmed up fully. Basically, the catalysts inside don't work fully until they get hot enough. The temperature where it starts to work is between 400 and 600 degrees F and the operating temperature is 1200 to 1600 degrees F. If you drive it on the freeway for 30 minutes that should be plenty of time to get it up to temperature.
There's a difference between a brand new part and a known working part. The O2 sensor may not be functional, even though it's new. You can confirm O2 sensor function by using an ODB2 scan tool capable of reading realtime data from the ECU or a Nissan CONSULT. The O2 sensor's reading should fluctuate more than and less than .5 volts several times within 5 seconds.

I just passed with flying colors. I put a quart of Denatured alcohol in the tank and it passed. Hooray for this stuff. I monitored everything with the consult while the test was being performed and everything went great.
Drain the leftover gas/alcohol mix after the test and Im on my way to the tag office(tomorrow)
I read on Honda-Tech(yeah I know HOnduh) and there are guys there that pass emissions with no cat using the denatured alcohol. I have the emission results to prove it so take it from me, If you are failing CO and HC use the alcohol. If you are failing NOx retard your base timing to about 12 degrees(the car will run like shit. I retarded my timing on my s13 in the parking lot of the testing center because it ran so bad) and it will pass NOx
