Searched....Bad Wastegate???

Hello friends....I got in my car and the boost of 12 that i've been running was down to 5 pounds and won't go above that. I am not running a boost controller at the moment but ive got a small T in the vaccum for the moment. I searched and found that most people say this might be a boost controller problem but i don't have one so i'm kinda stumped. I've changed vaccum lines and no change. Does this sound like a wastegate problem??? I can't really check the car out right now but what should i look out for guys? I have a HKS actuator, and stock turbo on my SR.

1. What is the t for?
2. Is the wastegate adjustable?
3. Adjustable wastegates, are boost controllers!
4. Check for vacuum leaks and loose nut on actuator.
5. Then adjust the tension on the actuator, until desired boost is achieved.
