Old Car Emissions Exemption Threatened in 8 California Counties; Hearing Scheduled for April 1

Legislation (S.B. 1549) has been introduced in the California State Senate by Senator Dean Florez ([email protected]) to repeal the state’s current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California’s Central Valley: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the valley portion of Kern. Under the bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would be subject to emissions tests for the life of the vehicle. S.B. 1549 is scheduled to be considered by the California Senate Transportation and Housing Committee on April 1, 2008.

We Urge You to Call, E-Mail or Fax Senator Florez and Members of the Senate Transportation Committee (List Attached) Immediately to Oppose S.B. 1549

* Existing law in California exempts all pre-1976 vehicles from emissions testing.

* California’s current emissions testing exemption recognizes the minimal impact of pre-1976 motor vehicles on emissions and air quality.

* Pre-1976 vehicles constitute a small and shrinking portion of the overall vehicle population in California and are a poor source from which to look for further emissions reductions.

* Pre-1976 antique and classic vehicles are overwhelmingly well-maintained.

* Repeal of the exemption in the San Joaquin Valley could lead the Legislature to target other areas in the state in the future.

* Legislators and regulators are again feeling the heat from a failed effort to meet air quality goals and are looking for a convenient scapegoat. The old car hobby should not carry the burden of their mistakes, as it has in previous amendments to the old car exemption!

Will 1977 cars ever be smog exempt? I ask because I have a 1977 280z that I want to do a swap, but still don't have to worry about doing smog illegally, I will however though have to worry about ref.

hmm i wonder y there trying to do this in small areas first.
My guess is that if this goes through, it will set a precedent so that the larger areas could shaft us without much trouble.

Thats comical, because those are the counties polluting the central valley, with massive smog from unregulated Farm machinery.

Fact is it was proven that if the Farm machinery was regulated by smog laws it would significantly clean up the Central Valley air but the Farm lobby cries foul under the claim it will drive their costs up to high.
So fools like that Senator who is the farmers pocket puts legislation like that out to appease CARB. I.E. make it look like they are doing something.

Which is also a crack up because most farm workers are poor and drive older American and Japanese cars and trucks. Which are likely to fall into the smog exempt catagory under current rules. Hence hardship for the poor farmworkers, brought on them by their exploitive water stealing cash hungry bosses. AKA big Farms.

just because you live in a county that does not test for smog does not mean that you can remove the equipment. it is a federal law that requires your vehicles to have equipment.


also, if you have a p.o. box in podunk california where they do not test and you live in an area that does, and you modify your car because you don't like emission equipment you can't hide behind the po box. You are braking the law no matter how you word it.

and for fucks sake keep your god damn catalytic converters on! ohh wow you net maybe 2hp from having a test pip! wooptidoo!

Smog exemption has been stopped in california, so what ever laws are in place are in place... I dun think there are going to be any changes ESPECIALLY when california is cutting budgets everywhere, they going to want money from smog cars....

Brilliant so just stick your head in the sand and pollute. Now I am against government out of control i.e. poor legislation which is what that bill is. I am not against controlling emissions in some form. Its our world and we have to live in it.

Though excessive emission laws I do have problems with, like the visual inspection rule. If the car tailpipes it should be good to go.

Also, do not go after older cars that are exempt, just because your trying to make yourself look politically progressive. Which is what a lot of these senators try to do.

one horse can fill up 175 gallon trash can in one day or sumthing.
not really a fan of horses but dam thats sucks!

i was studying to become a smog tech i have my a6 a8 and L1
but dam they keep updating everything every 6 months to a year its hard to even keep up with smog.

and the test keeps gettin harder. and the smog business is hard because the bar is always on your ass and shops are doing smogs for close to nothing and the test already cost like 12 bucks from the bar.

im pretty shure they will set the bar pretty low for pre 76 cars.
so dont be scared. and thers alot of lil tweaks you can do to pass.

you dont need to neg rep me for telling the truth.

there are ppl that do this becaue there is no way possible they can get ther 2jz to pass.

id like the cops off my ass. because they dont need to pop my hood wen my car is registered somewhere else.
yes it is breaking the law. im not telling ppl to take off there cat and register your car somewhere else.
i love my cat keeps my car quiet.
i like having my car being able to drive to a track not being hauled there.

and ppl do the po box thing on old sku cars taht dint make the pre 76 exampt. like datsuns its hard to get those cars to pass all day.
and when some of them dint even come with a cat and you have to retrofit one on.

are you fucking serious? and is the number just preset at 1976? is that static? here any car over 25 years old is exempt and eligible for histoic vehicle registration (i.e. the world's cheapest insurance). my galaxie is going to have historic plates when it's roadworthy again, insurance is like 10 bucks a month or something stupid

Seriously though, it's true that either a. pre-1976 cars are well-maintained or b. pre-1976 cars don't run for all or parts of a year/decade/quarter-century. They're not large polluters.

California is actually a great state, but it has it's problems just like any other place to live. Last time I checked LA. gets hit with hurricanes that level entire cities, so i could say the same to you about moving out of your state.

Even though we have strict smog laws, we also have the world's 7th largest economy....yeah in California. So yeah there's a reason for the pollution.

Bottom line is, air pollution is a real problem, Cali and elsewhere, and it can't be ignored anymore. As for the way some of the politicians go about addressing it, yeah they get lost in their own speeches. But it's a problem nonetheless.

Really I don't see the whole air pollution problem getting corrected until we are FORCED to stop using fossil fuels, period. There are so many other alternative fuels out there that we could be using, but it won't happen as long as the oil companies hold the world's political strings.

I for one am getting an alternate fuel vehicle for my next new family car. With gas at 3.75/gal and rising, it's time to say "F" you to the oil companies. Plus you get a tax break!

I'll prolly own a 240 for as long as they're drivable, but I can definitely see gas powered cars becoming obsolete before I turn 60.
