according to NHTSA if the vehicle doesn't meet the requirements of the state a registered importer can do an appeal that could pass. I dunno worth a try if you got the bucks, of if you know the importer.

Import a rolling chassis, its easier and cheaper then drop in a motor and take it to the state and have it registered as a "kit car"
