Ok, So all of the sudden my egi relay is buzzing when the key is in the ignition position. Not only that but the blue relay behind the box that sits on top of the fuse box buzzes too, but the buzzing on that one stops when I remove the fuse labeled "meter".
WTF is Meter
and WTF does egi run too?

egi is the ecu power source, egi pump is the fuel pump, and which blue relay, under the hood or inside the car? s13 or s14?

Its the relay that is inside the car on that white box that sits up and behind the fuse box on the driver side

White box? you mean the super junction? Check the voltage or amperage, see if it is shorting, but that is not normal

so it appears that the charger I had hooked up to the battery was bad. I just rebuilt my motor, so I had a charger hooked up to the battery cause It always takes a little extra juice to crank. Hopefully that was it.

nope nvm. THis is really fucking pissing me off. Now the egi fuse buzzes when the key is in the ignition position and the seatbelt is moving or I try to turn the headlights on.

sounds like low voltage from your battery, check your connection at the terminals, if you can not pick up the battery by the connector i is not tight enough, seriously it could be that simple
