The rpm needle usually does'nt work, occasionally it will bounce back, but for the most part nothing. Everything else works fine. I'm not sure if by swapping the cluster out it would fix it

this used to happen on my old s14, i would smack the top of the dash and ba bam it woudl work again,
I swore it was a bad ground connection on the back of the cluster. Try to unplug all the plugs and check for broken or loose wires in the plugs and replug n make sure it clicks in.

Ok thanks for your response i will double check that tomorrow, and see what happens
I swapped out the tach on my s14 gauge cluster. It seems like it's a typical problem with S14's.
Once in a while when I turn on the wipers, the tach stops working, so I'm assuming a ground issue as well.
Getting new shell so I don't really care anymore
